The Introduction of Master Plumbers Association Malaysia (MPAM)

Master Plumbers Association Malaysia (MPAM) is a not-for-profit trade Association serving the plumbing and construction Industry since 1959. Known then as “The Selangor Chinese Sanitation and Plumbing Association,” and then renamed as “The Selangor and Kuala Lumpur Chinese Sanitation and Plumbing Association” in 2000. The Association finally changed its name as “The Selangor & Kuala Lumpur Plumbing Association” in 2001.

Our main objective is to represent the interests of those in the plumbing industry and to promote and safeguard the quality of workmanship in the plumbing industry in the state of Selangor as well as Federal Territory of Kuala Lumpur and Putrajaya.

Our mission statement is “Protecting Public Health, Safety and the Environment through Professional Plumbing Practices”. In fulfilling this mission, every endeavour will be made to:

  • To provide and update information on all the legally enforceable guidelines relating to Health, Safety and Environment to our members;
  • To continuously provide and update information on all relevant laws, regulations, standards and codes concerning the trade to our members;
  • To encourage the development of apprenticeships and all industry related training;
  • To monitor and regularly review our set objectives.

Our objectives are to promote goodwill and solidarity among our members, enhance the welfare of our members, organise social and charity activities, promote the exchange of culture, education, technology and recreational activities, and enhance the sense of patriotism so as to contribute to the stability and prosperity of the country.

The Association’s history dates back to 1959 when it was founded by the late Mr Woo Sun, who also served as the President until the year 1963.

The past presidents of the Association also included the late Mr Leong Kam Keong, the late Mr Chia Kuan, the late Mr. Siah Kwee Mow, Mr. Lai Fatt, the late Mr.Yap Chiang, Mr. How Kock Leong, Mr. Lock Mei Wai and the current President (2022-2025) is Ir. Tan Siew Kheng.

The Association first beginning was at Sultan Street in Kuala Lumpur before moving to Jalan Alor in Kuala Lumpur in 1965. In1975, as the membership had grown the then President, the late Mr Siah Kwee Mow saw the need to move to bigger premises. The Association then bought a flat unit located at No 68C, Jalan Padang Walter Grenier, Off Jalan Imbi, Kuala Lumpur.

After 50 years of its establishment, in 2009 a new team of enthusiastic council members embarked on the need to expand and develop the Association into a relevant body for the plumbing industry. To materialise the dreams of the new council members, the then President, Mr How Kock Leong carried out a new building fund raising, sold the old premises in Jalan Imbi and bought a double storey shop-office in Bandar Mahkota Cheras, Kajang which is now the secretariat of SKLPA. The new secretariat building located at No.8, Jalan Pahlawan 2/3, Bandar Mahkota Cheras, Kajang Selangor was officially launched in September 19, 2010.

In the early days of its establishment, the Association was similar in nature to most of the other clan associations. Due to the lack of funds and membership, the Association tended to be a social and recreation association for members to kill time by having some recreational activities such as playing mah-jong, reading, playing chess, karaoke and drinking sessions.

Over time, the Association has now moved towards a professional image and successfully transformed into an association where members’ welfare are given priority.

Under the professional leadership of the new council team, the Association has flourished and actively promoted different programmes to attract more industry members to join us. The membership has increased from less than 100 to nearly 400 members today.

In addition to hosting the annual anniversary dinner, the Association has been organising annual charity golf tournaments since 2014, which has received enthusiastic support from our members and the industry players. Apart from establishing an exchange platform, the annual charity golf event also promotes the concept of happy charity, and has so far raised more than RM400,000.00 through these golf events. All the funds raised were donated to charitable organisations, schools, orphanages, welfare centres for disable children and old folk’s homes. This is also part of the SKLPA Corporate Social Responsibility (CSR) activities to give back to the community.

The Association also held plumbing exhibitions in conjunction with the annual anniversary dinner for suppliers, manufacturers and plumbing industry players to promote the latest materials, technology and equipment of the plumbing industry. The Association has also been invited to visit large factories in various states to learn about new technology, the industry’s needs and problems, and to explain the latest industry requirement to the manufacturers and suppliers so as to promote mutual benefits.

At the same time, the Association also regularly leads a delegation to hold dialogue sessions with SYABAS and SPAN to discuss technical issues faced by the plumbing industry.

Currently, the Association's building has installed multiple display cabinets, in which there are 62 exhibition spaces for rent to manufacturers and suppliers to display their latest products and services, so that our members can always acquire the latest information.

In addition, the Association has introduced academic achievement awards for children of members who have achieved excellent results in UPSR and SPM/IGCSE 'O' Level public examinations. Students who have achieved outstanding results in the above-mentioned examinations will receive a cash reward from the Association so as to encourage them to continue to do well in their academic results.

In line with the era of technological innovation, the Association has set up an official website (www.plumbing.org.my) and a Facebook page. It would allow members to browse through the details of the Association's activities and keep up with the latest news and events.

The Association has joined the Master Builders Association Malaysia (MBAM) in 2017, so as to enhance the Association’s influence and strengthen its ties, as well as to share the latest information on the construction industry. The Association has also joined the Malaysian Council of M & E Associations (MCMEA) in 2017, so as to have a collective voice in dealing with common issues faced by the construction industry.

In order to cultivate young plumbers, the Association also looks forward to launch vocational training courses on plumbing industry, to pass on the required knowledge and techniques, as well as the use of machinery and technology. Trainees would have the opportunity to visit the construction sites & factories to understand the actual operations, regulations and plumbing practices.

The Association hopes to bring together more members in Klang Valley to join us, so that we could jointly discuss the various problems faced by the plumbing industry, including the licensing application, the shortage of skilled workers and also the problems of the rules and regulations. We have to stand united to face the severe challenges and to overcome economic difficulties.
